During the 1995-1996 legislative years, radical, right-wing Republican Members of Congress engaged in subversive, anti-American actions that shut down the U.S. Government. The anti-American actions included failure--or refusal--to provide timely appropriations for national programs established by Congress resulting in:
Under the existing Constitution, no authority exists to cope with such flagrant anti-American acts by Members of Congress. Under the proposed Constitution, VOTER-TAXPAYER-CITIZENS will be able to conduct a National Referendum for Impeachment of Members of Congress. The National Referendum would offer opportunity for citizens to instruct the new National Judicial System for Law and Justice to investigate actions and prosecute persons contributing to such anti-American acts. For the President, Members of Congress, and other persons found guilty of significant involvement in the shutdown of Government, recommended penalties would be: (1) expulsion from office; (2) expropriation of any wealth accrued from anti-American acts conducted while in office; (3) loss of citizenship; and (4) exile. If the involved Members of Congress had engaged in military power--rather than political subversion--to shut down the Government, the act would have been treason. Under the
existing Constitution, Amendment XIV, Section 3, reads: Logically and unequivocally, shutting down the U.S. Government represents " insurrection or rebellion ." against the United States of America. Under the
existing Constitution, however, Article I, Section 2,
provides that: Article I, Section 3, also provides that: "...The Senate shall have the sole power to try all impeachments ." of its leaders and members. Endowing the House of Representatives and Senate with sole power to impeach their members can be compared to allowing Godfathers of Organized Crime to have sole power to discipline criminals for violations of laws against citizens and the nation. Recognizing the dangers of detrimental, anti-American acts of shutting down the government by Members of Congress, American voter-taxpayer-citizens must ask--and answer--questions! Was SHUTTING DOWN THE GOVERNMENT: Just dumb judgment? Or a seditious attempt by ego-driven, power-hungry Republicans to seize control of the Government? Or insurrection or rebellion? Or treason? For
the future, the
U.S. Constitution for 21st Century and Beyond
will deter such subversive acts as shutting down the
U.S. Government. Article II, Legislative
Powers, Section (12) provides that: For self-serving subversives willing to jeopardize the stability of the nation for their own ego-driven interests, CUTTING THEM OFF AT THE POCKETBOOK will be a strong deterrent to shutting down the government. If such acts occur, however, involved Members of Congress, as appropriate, will be subject to prosecution for rebellion and insurrection! Or treason! |
