To cope with challenges of the 21st century, it will be necessary to create a national reservoir of highly-skilled, well-educated workers and professionals in all fields. To accomplish such an objective, ACCELERATING EDUCATIONAL PROGRESS must rank as a high priority NATIONAL GOAL. Under the new U.S. Constitution for 21st Century and Beyond, citizens of all ages will enjoy new opportunities (a) for free, non-tuition education from kindergarten through 4 years of college or university study; (b) for involvement in a new, modernized, multi-faceted educational system with opportunities for learning for a lifetime. The new Constitution will provide voter-taxpayer-citizens with an opportunity for a strong voice to improve education through a National Referendum for Accelerating Educational Progress. The National Referendum for Accelerating Educational Progress would advocate, but not be limited to, the following: (1) Year-round schooling Under the existing, part-time school system, students spend about 180 days in school in a 365-day year--an unconscionable waste of student brainpower and time, as well as loss of potential youth contribution to national progress. Moreover, idle time for youth--coupled with unrealistic limitations of youth work laws--foster crime across the nation. As well, part-time educational systems result in losses of high year-round costs for teachers, schools, curricula, equipment, laboratories, and other facilities. (2) Professional CAREERS on a COMPACT DISC For youth and adults, new National Educational Resource Centers would be established to provide opportunity for alternative educational opportunities for students of all ages. The opportunities would include:
(3) Technical CAREERS on COMPACT DISCS National Educational Resource Centers would also provide opportunities for education and training for technical careers. Rather than spend thousands of dollars in a technical training center, aspiring students could qualify for a career by education and training through studies from a Technical Careers on Compact Disc --costing $19.95. The proposed National Referendum for Accelerating Educational Progress would include a mandate for a one-time $2,000 tax deduction from adjusted gross income for purchase of a computer system, printer, tutorial, and software for individuals and families. The Computer in Every Home program would offer opportunities for advancement of education and enrichment of quality of family and individual lives, including:
Ultimately, the Computer in Every Home Program would increase participation of voters in elections, particularly for non-mobile, hospitalized, or other disadvantaged citizens. Background
