National Referendum For… Accelerating EDUCATIONAL PROGRESS

To cope with challenges of the 21st century, it will be necessary to create a national reservoir of highly-skilled, well-educated workers and professionals in all fields.

To accomplish such an objective, ACCELERATING EDUCATIONAL PROGRESS must rank as a high priority NATIONAL GOAL.

Under the new U.S. Constitution for 21st Century and Beyond, citizens of all ages will enjoy new opportunities (a) for free, non-tuition education from kindergarten through 4 years of college or university study; (b) for involvement in a new, modernized, multi-faceted educational system with opportunities for learning for a lifetime.

The new Constitution will provide voter-taxpayer-citizens with an opportunity for a strong voice to improve education through a National Referendum for Accelerating Educational Progress.

The National Referendum for Accelerating Educational Progress would advocate, but not be limited to, the following:

(1)  Year-round schooling

Under the existing, part-time school system, students spend about 180 days in school in a 365-day year--an unconscionable waste of student brainpower and time, as well as loss of potential youth contribution to national progress.  Moreover, idle time for youth--coupled with unrealistic limitations of youth work laws--foster crime across the nation.  As well, part-time educational systems result in losses of high year-round costs for teachers, schools, curricula, equipment, laboratories, and other facilities.

(2)  Professional CAREERS on a COMPACT DISC

For youth and adults, new National Educational Resource Centers would be established to provide opportunity for alternative educational opportunities for students of all ages.  The opportunities would include:

  • National Educational Resource Centers will offer opportunities to qualify for professional and occupational careers by direct, learn-as-you-are-capable education from a Compact Disc for $19.95--rather than overlong, unnecessarily-expensive costs of up to $100,000 or more for college, university, and graduate studies
  • Educational Advisory Panels conferring and consulting with students directly or through telecommunications to advance educational progress
  • Laboratories to provide necessary hands-on experience and training
  • Boards of Certification to validate qualifications of self-motivated students to practice law, medicine, engineering, science, and other professions and occupations

(3) Technical CAREERS on COMPACT DISCS

National Educational Resource Centers would also provide opportunities for education and training for technical careers.  Rather than spend thousands of dollars in a technical training center, aspiring students could qualify for a career by education and training through studies from a Technical Careers on Compact Disc --costing $19.95.  The curricula would include:

  • Education and training as computer technician, electrician, plumber, car mechanic, community service worker, and other careers
  • Educational Consultation Services to provide advice and counsel necessary to develop proficiency in a trade or occupation--available through person-to-person dialogue or telecommunications
  • Laboratories to provide hands-on experience and other training
  • Boards of Certification to validate competency and issue licenses to practice an occupation

Computer in EVERY HOME

The proposed National Referendum for Accelerating Educational Progress would include a mandate for a one-time $2,000 tax deduction from adjusted gross income for purchase of a computer system, printer, tutorial, and software for individuals and families.

The Computer in Every Home program would offer opportunities for advancement of education and enrichment of quality of family and individual lives, including:

  • Educational advancement for pre-school, grade school, high school, college, and graduate studies
  • Enrollment in college degree programs through educational courses, such as Extension Universities and other separate educational programs or consortiums of colleges and universities
  • Access to an unlimited range of resources for information, guidance, and counsel, as well as research, for career, professional, business, and other advancements
  • Consultation with experts and professionals through telecommunication on the Internet and World Wide Web
  • Opportunity for entrepreneurs to acquire a knowledge foundation for establishing new businesses, including businesses on the World Wide Web
  • Family and personal counsel on financial management and investment
  • Improved health through telemedicine, including:
    • Medical advice
    • Electronic house calls
    • Medical services such as monitoring temperature, pulse, blood pressure, heart and lung performance, breathing, and other aspects of health
    • Other health care services
  • Comprehensive, uncensored, undistorted news information on local, national, and international events--not now existent
  • Expanded opportunities for research and information through telecommunications to White House, Congress, Government agencies, Library of Congress, National Institutes of Health, Universities, United Nations, and other national and international resources
  • Civic education to develop a well-informed citizenry
  • Psychological and spiritual consultation
  • Access to a broad range of other educational and informational opportunities and resources

Ultimately, the Computer in Every Home Program  would increase participation of voters in elections,  particularly for non-mobile, hospitalized, or other disadvantaged citizens.

Background…
Expanding opportunities through the National Education Acceleration Program would overcome obstacles and limitations--as well as escape burdens--of traditional, out-dated educational systems, including:

  • Excessively high costs of education--often prohibitive--in colleges and universities--resulting in massive loss of individual and national brainpower
  • Offering an educational alternative to provide opportunity for self-motivated, self-propelling professional, entrepreneur, artistry, or other creative careers, rather than education oriented to producing employees for employers
  • More efficient utilization of school facilities and learning time of students
  • Reducing the 10-20 YEARS of time required to learn an occupation or profession that could be accomplished  by intelligent students in far less time
  • Innovative alternative to traditional school systems--especially in colleges or universities--in which students expend a significant proportion of time on "majors" in DDS:  Drinking, Drugs, and Sex
  • Opportunity to educate students to a lifetime of learning--rather than just getting through grade school, high school, or college; and then becoming  "drop outs" from the potentially-enriching intellectual, cultural, and spiritual life of the nation and world

New Voice of USAmerica
The  Computer in Every Home Program will be a major component of the new "Voice of USAmerica" established to disseminate TRUTH to the American people:

  • NOT censored, fragmented, distorted information disseminated by commercial media pimping for corporations attempting to opiate the electorate to camouflage an attempted takeover of the country
  • NOT untruths, half-truths, and lies proliferated by unknowledgeable or betraying politicians in positions of national leadership

FOR THE FIRST TIME IN HISTORY, the new "Voice of USAmerica"--through communications media and telecommunications, including the Computer in EveryHome Program--will provide a valid, reliable, comprehensive informative and intelligent communications system for citizen-to-citizen, citizen-to-Government, and Government-to-citizen communication:  absolutely necessary for DEMOCRACY.

CAN IT BE AFFORDED?
The proposed National Education Acceleration Program offers opportunity to cause one of the GREATEST LEAPS FORWARD in history.

Compared to other national expenditures, the National Education Acceleration Program outlays would be:

(1)  Far less than military expenditures for educating individuals--not for progress and PEACE--but to TRAIN PEOPLE to KILL PEOPLE:  Air Force Academy, Army West Point, Naval Academy, National War College, Armed Forces Staff College, National Defense University, Industrial College of the Armed  Forces, and other military training centers in the U.S.  As well, military training is conducted  in more than 100 foreign countries around the world--sowing seeds for wars of tomorrow

(2)  Far less than tax write-offs allowed corporations for production and distribution:

  • Of films, television, and other media psychologically instilling concepts of murder, pornography, violence, rape, human cannibalism, and other criminalities in the minds of youth and adults
  • Of stupid, anti-intellectual, edge-of-idiocy commercials and infomercials advertising products and services on television and other media
  • Of pollution of air, water, land, and environment by chemical, industrial, and other companies
  • Of placement of thousands of toxic waste dumps in back yards of citizens by corporations of America that endanger lives of, or KILL, people
  • Of tax exemptions, deductions, and other write-offs for the tobacco industry that KILLS 400,000 victims a year and injures additional millions of Americans
  • On ad infinitum
