Citizen POWERS for Direct DEMOCRACY To
triumphantly cope with challenges of the 21st
century, the nation must (1) adopt a new Constitution to
establish real Democracy that grants ALL POWERS to CITIZENS
of the nation; (2) elect qualified, knowledgeable
Presidents, Members of Congress, and other incumbents of
high office for effective management of government; and (3)
ensure a well-informed electorate competent to make
decisions for managing national affairs and determining
national destiny. Under the proposed U.S. Constitution for 21st Century and Beyond, POWERS granted to CITIZENS include:
I.
REPRESENTATIVE In
recognition of the magnitude and complexities of governing a
nation, Representative Democracy--employing full time
representatives to conduct day-to-day business of
Government--is still necessary. Realistically,
however, Democracy must be safeguarded by providing
citizens with direct POWERS to institute citizen control for
effective performance, management, and accountability by
Presidents, Members of Congress, and all officers of
Government--not now existent! The
proposed U.S. Constitution for 21st Century
and Beyond, Article I, Powers of the
Citizens, provides that:
For citizens, such powers are absolutely necessary to ensure direction, control, and accountability over Presidents and Members of Congress. II.
Direct Democracy by
NATIONAL REFERENDUM Under the
new Constitution, POWERS of CITIZENS will be greatly
expanded and strengthened through National
Referendums to enact laws, amend the Constitution, manage
affairs of the nation, and determine national
destiny--not allowable under existing law or
constitution. Challenges that should--and must--be determined by the Voice of the PEOPLE through National Referendum include:
Under the more than 200-year old Constitution, citizens WERE NOT--and still ARE NOT--authorized real, necessary POWERS of DIRECT DEMOCRACY to manage affairs and determine national destiny. |
