For more than 2 centuries, the original Constitution has allowed corporations and other businesses to RAVAGE the LAND, POLLUTE WATERS, CONTAMINATE AIR, and generally wreck havoc with the environment.

Stewardship of NATIONAL RESOURCES

Under the U.S. Constitution for 21st Century and Beyond, new principles, policies, and programs will be instituted for better management of National Resources.

Major goals for improved management of national resources include:

  • Annual assessment of status of national resources required by citizens and the nation
  • Conduct of studies, exploration, research, and evaluation necessary to fulfill requirements of the nation for resources
  • Enactment of laws, policies, and programs to promote more effective, equitable development, production, distribution, utilization and replenishment of national resources
  • Establishment of policies and programs (a) to ensure effective utilization of limited resources; (b) to prevent ravaging, destruction, and waste of resources; (c) to accelerate recycling of limited products and resources; and (d) to design systems for replenishment, as possible, of resources to fulfill requirements of the nation
  • Protection against give away of national resources--oil, forests, minerals, land--to special interests such as mining companies, cattle industry, lumbering, oil and gas industry, and other special interests
  • Establishment of a National Reserve for Critical National Resources to provide, insofar as possible, adequate resources to fulfill present and future requirements of the nation.  With priorities varying according to conditions and circumstances, the National Reserve will initially include, but not be limited to, the following: 
    • National Water, Soil, Forest, and other Natural Resources
    • National Energy Reserves--including oil, wind, water, solar, and other existing and potential energy resources
    • National Disaster Recovery System to safeguard citizens against famine, epidemics, fires, earthquakes, and other natural disasters and emergencies
    • National Financial Reserve (a) for emergencies; and (b) for visionary planning for a better future
    • Other protections and services necessary for the nation

Under the new Constitution, all citizens will enjoy the right and opportunity to share proportionately, or appropriately, in assets, wealth, properties, and other resources innate to, inherent in, or provided by, the nation.

Background…

Under the new Constitution, the long record of abuse and misuse will be ended, including:

  • Give away of Natural Resources without adequate compensation to the nation including:  mining, cattle industry, lumbering, resort and tourism, or other interests stealing or misusing public lands and values
  • Failure to establish adequate flood control protection resulting in multi-billion dollar losses for citizens and the nation
  • Failure to develop adequate fire protection systems for the nation--allowing destruction of forest, land, wildlife, as well as homes and human life from forest fires
  • Placing of thousands of toxic waste dumps around the nation to jeopardize health of citizens and the environment
  • And other abuses

The new Constitution will (a) STOP the "GIVE AWAY" of NATIONAL RESOURCES; and (b) provide for better management, utilization, preservation, and replenishment of national resources.
