Futurized CONGRESS for 21^st CENTURY

Under the U.S. Constitution for 21^st Century and Beyond, Congress will be restructured for more effective enactment of laws to advance the nation. A new PREMIER LEGISLATIVE COORDINATOR of CONGRESS (comparable in stature to the President) will be elected to effectively manage, administer, coordinate, evaluate, and expedite legislative action in Congress--a capability not now existent.

The Premier Legislative Coordinator will be responsible for:

Establishing legislative goals and priorities

Coordinating legislative action in Senate and House of Representatives to expedite enactment of fair, effective laws

Eliminating FILIBUSTER roadblocks to LEGISLATIVE ACTION for more orderly, logical action on legislation

Curtailing PORK BARRELING by requiring that all proposed amendments be GERMANE to the subject matter of legislation

Utilizing VETO (transferred from the President) to assure valid quality of legislation. (Abolition of the Presidential Veto will eliminate a major cause of power struggles and gridlock between the White House and Congress. In addition, the new, equal-status triumvirate--President of Executive Branch, Premiere Legislative Coordinator of Legislative Branch, and Supreme Judicial Minister for Judicial Branch--will establish a real, workable "balance of powers" among Legislative, Executive, and Judicial branches of the U.S. Government--not new existent.)

Congressional chaos, duplication, and money-wasting procedures will be transformed into a smooth-running "legislative machine" to serve the people and nation--a change from the "Political Country Club" operated for the benefit and convenience of Members of Congress

Background…
Under the old, antiquated Constitution, Members of Congress--elected without knowledge qualifications--have a long record of failure in fulfilling responsibilities to citizens and the nation, including:

Failure to establish realistic legislative goals

Inability to effectively and expeditiously enact legislation

Incapable of providing effective, management, coordination, evaluation, and oversight of laws, policies, and programs of the Government

Incompetence in financial management--resulting in more than 30 years of Federal deficits causing a skyrocketing national debt

Anti-American shutdowns of the Government resulting from incompetence, ignorance, or deliberate political sabotage by Members of Congress

Rampant bribery of Members of Congress--allowing $500 million to $1 billion of bribery to "buy" votes of Members of Congress and Presidents in national elections

Filibusters that allow talkathons--involving reading newspapers, dictionaries, telephone books, and other idiocies--to obstruct legislative action in Congress

Anti-democratic procedures that allow one Member of Congress, particularly a Chairperson of a Committee, to block action on Legislation
