Under the new U.S. Constitution for 21st Century and Beyond, CABINET-LEVEL OFFICERS and all other employees of Government will be required to possess sufficiently high academic and professional knowledge to qualify for office--not now required. Under ARTICLE III, Executive and Administrative Powers, the new Constitution provides for establishment of a National Board of Qualifications. The Board will establish " (a) written standards of qualifications for all officers and employees of the National Executive and Administrative Service; (b) written standards of performance, responsibility, and accountability for all officers and employees ." of the Government. Under both Democratic and Republican Administrations, management and efficiency of Government departments and programs have been severely crippled by appointment of more than 5,000 political cronies, BIG-$ political contributors, defeated politicians, and other persons unqualified to manage programs ofnational significance. Under the new Constitution, national policies and programs will be directed and operated by knowledgeable, professional managers: transforming Government from an inefficient, over-costly, politically-oriented institution into a productive, efficient, well-managed system for serving citizens and the nation. New, high standards of performance in Government will merit pride, confidence, respect, support, and allegiance by citizens. |
