Facing
the 21st century, our nation is seriously handicapped by
unqualified, unknowledgeable incumbents in the White House
and Congress (literally, a headless
nation).

Knowledgeable
NATIONAL-GLOBAL LEADERSHIP
Under the
new U.S. Constitution for 21st Century and
Beyond, a Universal Academy for Freedom and
Democracy will be established to provide the nation with
a reservoir of qualified, knowledgeable leaders
and managers
for national and international policies and
programs.
Lacking
qualified, knowledgeable leadership--and crippled by a
uninformed electorate, USAmerica stumbles along--torn by
racial, moral, ethical, and economic warfare and eviscerated
by cannibalistic capitalism.
The
U.S. Constitution for 21st Century and Beyond,
Article I, establishes new standards of KNOWLEDGE
QUALIFICATIONS--not now existent--for all officers and
employees of the Government.
Candidates
for President, Vice President, and Congress will be required
to be graduates of the Universal Academy for Freedom and
Democracy--or comparable educational institution--to be
eligible for office. To qualify, candidates must pass
a National Knowledge Examination.
The
National Knowledge Examination will require that
candidates be educated in such subject areas
as:
- U.S.
Constitution
- Science
of Governing Systems
- Legislative
Process: "How Laws are Made"
- National
Financing Systems--What They are: How They
Work
- Military
Systems--Composition, Logistics, and
Strategy
- Free
Enterprise and Market Economy Systems--How They
Work
- Management,
coordination, utilization, and replenishment of national
resources
- Environmental
challenges--present and future
- Science
of developing and utilizing human
resources
- Principles
of ideal world order and peace
- Other
subjects necessary for effective leadership and efficient
management of the nation
Under
the new Constitution, Article I, subtopic
"Universal Academy for Freedom and Democracy" reads:
"
Within two (2) years after ratification of this
Constitution, the Universal Academy for Freedom and
Democracy shall be established to qualify scholars for
national leadership; to create a high-quality reservoir of
national leadership; to conduct studies for continuing
improvement and advancement of Representative Democracy; and
to be a resource for training international leadership to
promote and advance freedom, democracy, human rights,
progress, security, and peace around the
world."
The new
Constitution also provides that:
"Throughout the United States, non-government, educational
institutions shall be encouraged to establish comparable
curricula to qualify candidates for national and world
leadership. The objective shall be to provide the
nation and humanity with a reservoir of qualified persons
for leadership in national and international affairs for
human progress and peace
."
OATH
OF OFFICE
Presidents,
Members of Congress, and all other officers and employees of
Government, elected or appointed officers and employees
shall pledge honor, dedication, and duty by Oath of
Office:
"I,
(name), do hereby swear, or affirm:
- To
support and defend principles of the
Constitution
- To
faithfully endeavor to fulfill objectives of law,
regulations, and other enactments of Congress and laws of
the nation
- To
faithfully, willfully, and validly serve the will of
citizens of the nation
- To
strongly oppose any undue influence directly affecting
performance of duties of office that would degrade the
quality and integrity of service to citizens of the
nation
- To
be vigilant against any efforts to undermine, subvert, or
otherwise degrade the Constitution and Government by
consent of the governed
- To
conduct my office in accordance with the highest ethical,
moral, and human-value standards
In
support of these noble purposes, I pledge, without
reservation, my loyalty, dedication, work, and
life."
Background
Adopted
more than 200 years ago, the existing Constitution does not
require KNOWLEDGE QUALIFICATIONS for high office. The
only Constitutional eligibility standards for President,
Vice President, and Congress are age, residence,
and citizenship. Under such obsolete and
insufficient criteria, residents of mental
institutions qualify for the highest offices of the
land.
In
establishing KNOWLEDGE REQUIREMENTS for enactment of laws,
the Committee System of Congress identifies more than 100
major subjects that require decision-making by Members of
Congress and the President.
A review
of the official Congressional Directory delineating
educational and experience backgrounds of Members of
Congress, however, reveals that they usually possess
knowledge in only 1 field--rarely more--reflecting
insufficient knowledge necessary to make valid decisions on
major issues facing the nation. Ratification of the new,
proposed U.S. Constitution for 21st Century and Beyond will
rectify this illogical, irrational, and handicapping
deficiency in national leadership by educating a reservoir
of knowledgeable, well-qualified leadership for decision
making in national and international affairs.
